School Plan for Student Achievement (SPSA)
The SPSA consolidates all school-level planning efforts into one plan for programs funded through the consolidated application (ConApp), and for federal school improvement programs, including schoolwide programs, Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI), and Additional Targeted Support and Improvement (ATSI), pursuant to California Education Code (EC) Section 64001 and the Elementary and Secondary Education Act as amended by the Every Student Succeeds Act (ESSA).
The OGCS schools receive Title I, Title II, and Title IV funds through the ConApp, but none of the schools are designated for any federal school improvement programs.
To date, the LCAP has met the federal requirements for planning and reporting. In the absence of the LCAP for 2020-2021, Senate Bill 820 provides that all schools operating Title I, Part A SWP, including charter schools and single school districts (SSDs), must develop and approve a School Plan for Student Achievement (SPSA) for the 2020–21 school year. The OGCS schools operate Title I, Part A SWPs (schoolwide programs).
EC specifies that the SPSA, including proposed expenditures of funds allocated to the school through the ConApp, must be developed and approved annually by the school’s parent advisory council and the governing board
